Consideration of circumstances by Court
31In determining whether to exercise its powers under section 29, and in determining the amount to be paid, the Court shall have regard to all the circumstances, including any expenditure incurred or to be incurred by the applicant by reason of the loss of the use and enjoyment of any household goods and any expenditure incurred in providing a substitute or replacement for those household goods.
